possibility to reopen tickets

Description

To my mind it's not currently possible to reopen tickets as it's not allowed to do that for non-logged-in users, but logging in ain't possible as it's not possible to register here. Or haven't I just found it?

Closed tickets seem to have a reopen button just above the preview & submit changes buttons...
